Step 1 - In a bowl, sift flour with cornstarch or chuño and baking powder. Set aside.
Step 2 - Preheat the oven to medium-high temperature (190°C). Line a buttered baking tin with butter paper and set aside.
Step 3 - In a bowl, beat the egg yolks with half the sugar until pale and frothy. Set aside.
Step 4 - Separately, beat the egg whites until stiff and gradually add the rest of the sugar, always beating. Fold the egg whites into the beaten egg yolks.
Step 5 - Add the sifted flour mixture in the form of rain and incorporate gently to the mixture with a spatula in an encircling manner.
Step 6 - Pour the mixture into a piping bag with a smooth nozzle and pipe 3-4 cm diameter circles on the reserved tin. Sprinkle the surface with a little powdered sugar and bake for 7 minutes or until lightly browned. Remove from the oven and let cool.
Step 7 - To assemble: Join two units of powdered sugar with manjar and press together. Sprinkle the surface with plenty of powdered sugar.
