Chile climbs 22 places to tenth in the OECD's Digital Government ranking

The country experienced a notable rise in the OECD's Digital Government Index, moving from 32nd to 10th place in the latest assessment carried out in 2025. This progress positions it as one of the countries with the greatest progress, as well as being the leader among the Latin American nations evaluated.

With a rise of 22 places, Chile made significant progress in the field of digital transformation and ranked tenth in the Digital Government Index of the Organization for Economic Cooperation and Development (OECD). This index was developed using data collected during the first half of 2025, covering policies and initiatives developed between January 1, 2023, and December 31, 2024.

This achievement is not only an indicator of the success of the policies and strategies implemented in recent years, but also positions Chile as one of the OECD member countries with the greatest progress in the ranking.

The Undersecretary of Finance, Heidi Berner, noted that "this achievement underscores the Chilean government's commitment to modernization and the provision of efficient digital public services focused on people's requirements and their user experience."

Chile, a leading country in the region

In addition to its global performance in the OECD, this progress consolidates Chile's leadership in the region, ranking it as the leading country among all Latin American nations evaluated. This is not only international recognition, but also serves as a benchmark and encourages the acceleration of government digitization in Latin America.

The index assesses the maturity of governments' digital transformation based on six key dimensions, including user-centered design, adoption of a data governance approach, digital-by-design, openness and transparency, proactivity, and implementation of a holistic (or whole-of-government) approach.

The 10 best-performing countries in the 2025 Digital Government Index are Korea (0.95), Australia (0.88), Portugal (0.86), the United Kingdom (0.84), Norway (0.83), Estonia (0.83), Ireland (0.83), Denmark (0.83), France (0.80), and Chile (0.79), where 1 is a perfect performance and 0 is a failure to meet any indicator. Chile, Costa Rica, Portugal, and Japan show the largest increase in score in this version.

Although countries have made progress compared to 2023, the 2025 results still show room to accelerate the pace and depth of changes in digital government policies. The 2025 results show that the countries evaluated perform best in the dimensions of digital by design, data-driven public sector, government as a platform, and user-centered approach, with improvements in the scores of most countries.

The greatest results in these areas can be explained by advances in governance and data use, the development of digital public infrastructure —such as digital identity systems and service platforms—the strengthening of digital talent and skills in public administrations, and a wider adoption of service standards.

The director of the Digital Government Secretariat of the Ministry of Finance, José Inostroza, said: "The OECD ranks us 10th (2025) in its 2025 Digital Government Index, alongside Korea, Australia, Portugal, the United Kingdom, Norway, Estonia, Ireland, Denmark, and France. Chile ranks at this level in very few rankings. We scored 0.79, adding 0.39 points in this period, which means we moved from 32nd to 10th place. This result shows a well-implemented long-term state policy vision, with good management, and is the product of the work of several governments and many good professionals from the Digital Government Secretariat, focused on implementing valuable solutions for Chileans."
